This was the most serious beginning of gun control in the United States. A series of gun control laws, collectively called, The Sullivan Laws, attempted to regulate the carrying of handguns in the state of New York. When passed in 1911, it was highly touted as the new solution for the rising crime rate in New York City. The politicians of the time claimed that the new law would, "Get criminals off the streets of New York."

It is now the year 2000, 87 years after the first Sullivan Laws were passed. More than 20,000 gun cortrol laws have been passed by local, state and federal lawmakers since then.

Yet, that New York Times Editorial could have appeared in today’s newspaper, and been just as valid as it was in 1913.
